Newsflash: Commencement of a new Building Policy Framework

The Queensland Government has commenced a new Building Policy Framework for their building construction and maintenance projects.

The new framework is in place for Best Practice Principles (BPP) projects and from 1 July 2023 will commence for non-BPP projects.

This framework consolidates and replaces the:

  • Capital Works Management Framework
  • Maintenance Management Framework
  • Building Asset Performance Framework
  • Strategic Asset Management Framework.

The new framework mandates the use of 2 stage management contractor procurement methodology and a requirement for prequalification for head contractors as well as prequalification for subcontractors on BPP projects.

 

A BPP toolkit has been made available which includes several templates such as:

  • Best practice principles subcontractor evaluation tool for industry
  • Best practice principles non-price criteria weighting
  • Example procedure for managing best practice principles
  • Potential inclusion for tender documents and evaluation plans.
